Currently, domain hotplug operations in the state drivers (QEMU, LXC, ...) have strange semantics: a hotplug config change will stick around in memory until the domain is either redefined or libvirtd is restarted. This series fixes hotplug config changes to be discarded when the VM is stopped, which AFAICT is the expected behavior. A few bugs with setvcpus implementations are also addressed.
