I'm fairly sure this is not a shell error:

  $ sudo virsh start \"
  error: missing "

virt-df is fine, but virt-df --csv doesn't properly quote the output.

I thought it might be a problem with sudo, so I also tried:

  $ su
  # virsh start ';'
  error: command 'start' requires <domain> option
