The uses of these formatstring macros require
  - at package preparation time: the AM_GNU_GETTEXT macro from gettext
    0.16.1 or newer,
  - at build time and run time: a glibc newer than 2004-01-14 [1].

So, it requires gettext >= 0.16.1 to be installed ONLY on the machines
which are used to develop and release libvirt.
