[PATCH v3 7/9] ch: support restore with net devices

Cloud-hypervisor now supports restoring with new net fds.
Ref: https://github.com/cloud-hypervisor/cloud-hypervisor/pull/6402
So, pass new tap fds via SCM_RIGHTS to CH's restore api.
