[PATCH v2 9/9] qemu: Stop virQEMUCaps propagation into qemuHostdevPreparePCIDevices()

After previous cleanups, qemuHostdevPreparePCIDevices() no longer
needs virQEMUCaps. Drop its passing from callers.
