After this series only 2 non-generated HTML files remain:
- index.html.in
- 404.html.in
It is possible to convert these but the utility of doing so may not be
great for now.
Additionally this series cleans up some long-broken links and removes
unneeded raw HTML passthrough to declare anchors.
