[PATCH RESEND 4/4] NEWS: document new acpi pci hotplug config option

Added the following new libvirt conf option to the release note to
indicate their availability with the next release:

<feature>
  <pci>
    <acpi-bridge-hotplug state='off|on'/>
  </pci>
</feature>
