  I looked there
    http://www.gnu.org/s/libc/manual/html_node/TZ-Variable.html
seems that the offset allows for : separator for minutes/seconds
I'm sure there is at least some places not aligned on hourly boundaries :)
But honnestly it's not a big deal !
