[GSoC][PATCH v2 4/6] qemu_domain: funciton declarations moved to correct file

Functions `qemuDomainRemoveInactiveJob` and
`qemuDomainRemoveInactiveJobLocked` had their declaration
misplaced in `qemu_domainjob` and were moved to
`qemu_domain`.
