Hi, this is a followup to my patch which attempted to prefer 'sphinx-build' to 'sphinx-build-3' which intended to prefer a VENV installation of sphinx over Fedora's system installation. That got confusing, though, so here's something that's simpler and better: use python to invoke sphinx so we don't have to worry about python/sphinx version mismatches. This should essentially always DTRT.
