[PATCH 04/20] qemu: validate: Validate blkdeviotune settings in the validator

Move the code from qemuCheckDiskConfigBlkdeviotune in
src/qemu/qemu_commandline.c to
qemuValidateDomainDeviceDefDiskBlkdeviotune.
