After 2.5 years, I'm glad to announce new release of PHP bindings. You can download them from here: https://libvirt.org/sources/php/libvirt-php-0.5.5.tar.gz The changelog contains a lot of code cleanups, bug fixes and some new APIs implemented (virDomainReset and virDomainInterfaceAddresses).
