You need to make sure you have the development package installed,
not the runtime package. In Fedora this means the "gnutls-devel"
RPM.

If you want to make life simpler, then instead of trying to figure
this out manually just use 'dnf builddep libvirt' which will install
everything needed to rebuild the libvirt version that's in Fedora.
