[PATCH] rpm: add dep on xfsprogs-devel for reflink support

Support for XFS reflink clone was added in:

    configure: Adding XFS library/headers check.

But these patches missed that the xfs/xfs.h header is not installed
unless you have xfsprogs-devel present.
