[PATCH 7/8] qemu: Implement VIR_DOMAIN_MIGRATE_MAX_SPEED_POSTCOPY flag

This flag tells virDomainMigrateSetMaxSpeed and
virDomainMigrateGetMaxSpeed APIs to work on post-copy migration
bandwidth.
