[PATCH v2 08/17] util: Add support to calculate MBA utilization

Introduce virResctrlMemoryBandwidthSubtract and
virResctrlAllocMemoryBandwidth to be used as part of
the virResctrlAllocAssign processing to configure
the available memory bandwidth.
