Entering freeze for libvirt-4.5.0

  As planned I just tagged it in the git and pushed signed tarball and rpms to
the usual place:

   ftp://libvirt.org/libvirt/

 Seems to work fine in my very limited testing, but there seems to be a few
things weird on the ci:

   https://ci.centos.org/view/libvirt/

though it look hard to pinpoint a single culprit, different oses ...

 Please give it some testing this week it, if everything is fine I will
push an RC2 on Friday with hopefully an final release next Monday,
