[PATCH v2 0/5] travis: Use pre-built Docker images

Changes from [v1]:

* store Dockerfiles in git so that we can have automated builds
  on Docker Hub;

* add MinGW builds;

* change image naming convention, from eg. libvirt/build:fedora-28
  to libvirt/buildenv-fedora-28.
