It is behaviour of the "ld" linker https://wiki.debian.org/ToolChain/DSOLinking Debian/Ubuntu have --no-add-needed/--no-copy-dt-needed-entries enabled by default in their linker builds, which IIUC, differs from what is the default on Fedora/RHEL.
