This turned out to be a result of autopoint severe evilness. autopoint
was overwriting gnulib/m4 files with its own ancient stuff that was 
totally differnt. Not cool.  I've pushed a Makefile.am change to fix
it up. If anyone hit this problem you'll need to pull my change and then
run 'rm -rf gnulib' and then run 'bootstrap' and autogen.sh again.
