[REPOST PATCH 1/5] conf: Introduce virnetworkobj

Move all the virNetworkObj related API/data structures into their own
modules virnetworkobj.{c,h} from the network_conf.{c,h}

Purely code motion at this point plus adjustments to cleanly build
