[RFC PATCH 01/12] qemu: Allow qemuBuildControllerDevStr() to return NULL

We will soon need to be able to return a NULL pointer
without the caller considering that an error: to make
it possible, change the return type to int and use
an out parameter for the string instead.

Add some documentation for the function as well.
