[PATCH] build: update to latest gnulib

In particular, pull in gnulib's fix for the broken SIZE_MAX on s390.

* .gnulib: Update to latest.
* bootstrap: Resync to upstream.

A buildbot on an s390 platform was complaining:

This gnulib update should fix it; since we're between releases,
I'm pushing this under the gnulib maintenance rule.
