[PATCH v2 06/12] include: Add new definitions for duration for bps/iops throttling

Add new options to allow proving a duration/length in seconds to allow the
bps/iops (and friends) to occur:

    total_bytes_sec_max_length
    write_bytes_sec_max_length
    read_bytes_sec_max_length
    total_iops_sec_max_length
    write_iops_sec_max_length
    read_iops_sec_max_length

Add continue for compiler hint to return to for control
