The device is non-migratable

$ qemu-system-x86_64 -machine q35 -device intel-iommu -nodefaults -nodefconfig -S -monitor stdio
QEMU 2.7.50 monitor - type 'help' for more information
(qemu) migrate "exec:dd of=machine.img"
State blocked by non-migratable device 'iommu-intel'
