[PATCH] rpm: set TLS priority to @LIBVIRT, SYSTEM on Fedora >= 25

With newest gnutls available in Fedora 25/rawhide, it is
possible to have TLS priority fallbacks, so we can finally
use --tls-priority=@LIBVIRT,SYSTEM
