[PATCH 5/5] qemu: Ensure reported VCPU state is current in driver API

Refresh the VCPU halted states in API functions returning domain
VCPU state information to make sure it's current. This affects
qemuDomainGetVcpus and  qemuDomainGetStatsVcpu
