I assume any breakage would have been caused by the fact
that the libvirt-admin DLL and header files were missing;
those should definitely be included in the package.

What I'm wondering is whether the virt-admin executable
should be shipped at all.

I don't have a strong opinion either way, I just though
I would bring it up for discussion :)
