Made the actualAction change, and changed the comment to

    /* qemu doesn't have a 'dump' action; we tell qemu to 'pause', then
       libvirt listens for the watchdog event, and we perform the dump
       ourselves. so convert 'dump' to 'pause' for the qemu cli */
