When I run iperf according to 'top' my CPU % does not even go above 2%. 'virt-manager' CPU usage did not go above 25%.
Thoughts?

I don't think any of the hardware emulation layer can be faster than
virtio, that would be very surprizing. Seems you're approaching the
limit of the capacity of the machine, I would not be surprized if you
were CPU bound at that point. There is probably tuning possibilities
but that also probably depend on other factors than just libvirt
or QEmu itself.
