Qemu doesn't update the persistent config, so should we add this? Or
woutld it be better to add a new set of functions that have a flags
argument like VIRT_PERSIST (I think you suggested somehting like this
once) and leave the behaviour for attacheDevice/detachDevice undefined.

The current behaviour of attachDevice/detachDevice is a bit of a
nightmare for tools like virt-manager since it's the behaviour is by no
means hypervisor independent.
