I planned to defer 1/12 and 12/12 until reworking the xenxs directory https://www.redhat.com/archives/libvir-list/2014-August/msg00519.html But I think it would be better to have them before creating xen_common.[ch], to avoid temporarily exporting all the xen{Parse,Format}XM* functions in xen_common.h.
