Doesn't it depend?

I get the impression that *if* an upstream maintainer is willing to keep
distro-specific spec files in the master repository, and to keep them
in sync with the development sources, there's less lag and less chance
that an upstream change would fail to percolate out to some distro's
independently maintained spec files.  The more "owners" there are of
those spec files, the better maintained they will be.
