More fundamentally, the console is intended to connect to /dev/pts/XXX associate with guest VMs. Since we're not running any VMs on Windows there's no /dev/pts to connect to so the command is pointless anyway. The console command should also look at the URI to see if its a remote style URI, and refuse to do anything in that case even for Linux.
