Yes, I think I'd express those explicitly as device classes:

I like that one better as well.  We just need to add the class data to the
devices.

Not sure I understand the point of a "<non-migratable>" element here.

Why wouldn't you just have seperate workloads "super-high-perf-migratable"
and "super-high-perf-non-migratable"


Sure, that could work as well.  Again this was just one of the ideas.
