yes. It is only a cosmetic issue in kickstart file.

But the difference is only cosmetic, isn't it?  I mean, %post is always
called after the %packages have all been installed, regardless of their
order in the file.

Or is it this cosmetic difference that you actually want?  If so, an awk
script should easily be able to convert one to the other.
