For this issue, I have added another kernel and configured anaconda to use this older 2.6.18 kernel during installation. This anaconda running on 2.6.18 has installed 3.x kernel correctly.

ks=cdrom:/dev/sr0:/ks/ks-install.cfg
This at least works for Fedora 18 (and "cdrom" in kickstart file).
But from what you wrote, I guess this won't work either.
