How would you write a pre script that queried the user?  Kickstart just runs pre scripts, and doesn't allow interaction, as far as I know.

the system-config-kickstart tool seems to always want to specify a device.
    

I think this could be accomplished using a pre script that asks the user which
device they wish to install to, then builds a partition configuration file using
that information which is then added to the kickstart with a %include statement.
