Cobbler ships with one example kickstart that uses the following:

%packages --nobase
crontabs
dhclient
dhcpv6_client
nfs-utils
openssh-clients
openssh-server
yum


That's fairly minimal, but still includes yum so you can install what you might have accidentally left out. Work up from there.
