It's in the Red Hat document: http://www.redhat.com/docs/manuals/enterprise/RHEL-4-Manual/pdf/rhel-sag-en.pdf (page 20)
look for %part-include.
I'm using it after the "install" directive. I initially had it near the end of the kickstart before %pre, but didn't seem to work.

Would you be able to share that script?  I'm always looking for
new/other ways to work in %pre.
