I am not sure what type of switch we have in this data center.  But I am almost certain that port-fast is enabled.  So that is why I am confused about the TCP timeout I am receiving.

Which switch? The one with dhcpd delays due to port-fast issues?
I had this problem on cisco c4003's.  Once I enabled port-fast everything was okay.

Isn't there a timeout value that you can also set in the kernel boot
params to give it more time to establish a connection and DHCP address?
I remember needing it a while back, but unfortunately it eludes me.
Does anyone happen to know what that is?  Thanks.

We have seen this issue on some switches due to the time it takes for
the NIC to negotiate.  What version are you using, and is portfast
turned on at the switch?

You can force the speed and duplex by appending the following to the
kernel boot parameters:

ksdevice=eth0 eth0_ethtool="autoneg=off speed=100 duplex=full"

Adjust as appropriate.

TFTP uses UDP, so my first assumption would be a firewall, due to the
timeout
error.  However, I just noticed when you do a getent services tftp it
reports
69/tcp, which is wrong, its 69/udp
