I think it is part of the "Red Hat Linux for dummies" install philosophy
that has been around since the RHL 6.x days. IIRC the thought was that 
it was easier for people like you and me to take it out then it is to
get a noob to put it in. IOW it cuts down on support calls. :-)

Having said that I agree a base install is waaaaaaaaaaaaaaay to fat.
Especially since the target audience is a corporate It department.
