I've been confused by this a few times, too.  I just don't know ;)

Boot to the install CD and at the boot prompt type "linux ks=floppy".

The bootdisk.img has a huge kernel and initrd so it's not going to fit
on a floppy ever.  To be honest I can't think why the docs even
mention it at all.
