you can create file /etc/sysconfig/network-scripts/eth1.route with content
ADDRESS0=10.170.127.10
NETMASK0=255.255.255.255
GATEWAY0=10.170.67.121
And if you have other routes for eth1, then:
ADDRESS1=....
NETMASK1=....
GATEWAY1=....
