I think you need to remove the old versions as well.  You can grab the
script I use from http://www.math.uh.edu/~tibbs/do_update

You'll need the anaconda and anaconda-runtime packages installed and
may need to tweak it a little if you're not on i386 arch.

I start a fresh tree by rsyncing from the DVD image, then CD into the
new tree, copy in the script and make a symlink (called updates) from
the appropriate updates directory of my local Fedora mirror.  Then
just run the script.
