Yes, it is possible. Here are my notes on upgrading a headless box (p166, 64 MB RAM, 2 GB HDD) from FC1 to FC3:

BTW, one thing that I have not been able to get working is a kickstart that creates an LVM on a machine with < 128 MB RAM.
