Why are debug RPMs only made sometimes

I have created a small handful of RPMs (and none too pretty I am guessing).  I notice that sometimes I get a foo-debug-1.0.i386.rpm along with my foo-1.0.i386.rpm.  Why?  And what can/should I do to skip building these packages, or should I build them no matter what?
