Doesn't this explain what you are trying to do? http://rau.homedns.org/twiki/bin/view/Anaconda/CustomizingFedoraCore You basically need to grab all the rpm's from: http://download.fedora.redhat.com/pub/fedora/linux/core/updates/2/i386/ Replace all of the packages in the RPMS directory on your install media.
