Removing @Base from kickstart package list with satellite

I'm trying to set up a kickstart file on my satellite server.
There's an option on the kickstart pages to select the Packages available for install. By default, it lists @Base but I don't want my kickstarted systems to have @Base. I removed @Base from the list, but when I view the kickstart file, it still contains the "@Base" entry in the %packages section. What's going on here? How do I use this to kickstart systems without the @Base packages in them?
