Liston,

You need to enable "port fast" or whatever it's called on Extreme gear. 
There should be another feature your LAN guys can configure so if you
plug a switch into a port configured for "port fast", the port will be
auto-disabled.  You NEED port fast enabled for DHCP and PXE to work.
